Foreign Office to Board of Trade.
Foreign Office, July 10, 1907. I AM directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Board of Trade, a copy of a letter which has been received from the China Association,* complaining of discrimination in railway rates on the South Manchurian Railway, whereby Talien (Dalny, Tairen) is favoured at the expense of Newchwang.
Sir E. Grey notes that, although this is no doubt the case, there does not appear to exist discrimination against British, and in favour of Japanese, goods from either port. Under these circumstances I am to inquire whether the Board see any reason why a protest on the subject should be addressed by His Majesty's Government to the Japanese Government.
